A green-liveried Changi Airport branch train stands with its doors open at Tanah Merah station, passengers with wheeled suitcases stepping out onto the platform beneath the Tanah Merah sign.

The train from Changi to City Hall costs S$2.24. The same trip at one in the morning in a taxi can run to S$74. Almost all of that spread is surcharge rules published by the airport and the regulator, which means you can work out what you will pay before you land.

The short answer

Take the MRT if there are two of you or fewer, you have carry-on only, and you land in time for a city-bound train. Take a taxi from the official rank otherwise. Use the flat-rate car at the Ground Transport Concierge if you land between midnight and 6am with three or more people, because that is the one window where a metered fare can beat it.

What does the train actually cost?

Singapore charges rail fares by distance, not by zone, and the airport carries no surcharge. Changi Airport station to City Hall is 18.3 km of track and S$2.24 on a card. These are adult card fares from the Land Transport Authority fare calculator, checked October 2026.

ToDistanceAdult card fare
Bugis17.3 kmS$2.20
City Hall18.3 kmS$2.24
Bayfront (Marina Bay Sands)19.0 kmS$2.24
Raffles Place19.3 kmS$2.27
Marina Bay19.9 kmS$2.27
Chinatown21.0 kmS$2.30
Orchard21.1 kmS$2.30
HarbourFront24.0 kmS$2.38

Every one of those journeys changes at Tanah Merah onto the East West Line towards Tuas Link. The airport sits on a two-station branch, so there is no direct train. Allow about 40 minutes platform to platform, plus the walk: the station is under Terminal 2, which means a Skytrain or link bridge from Terminal 1 or 3 and a shuttle bus from Terminal 4.

Two details are worth money. Tap in before 7.45am on a weekday that is not a public holiday and the City Hall fare drops to S$1.74. And a foreign-issued Visa or Mastercard attracts a S$0.60 SimplyGo admin fee per day of use. That is per day, not per tap, so five days on one card costs S$3 in total.

Fares rise on 26 December 2026. The Public Transport Council granted a 7.0% adjustment in September 2026, adding 13 cents to adult card fares over 3.2 km, so the City Hall journey becomes S$2.37. If you fly in over the new year, budget the higher number.

What does a taxi cost once the surcharges land?

Changi publishes the metered fare to the city as S$25 to S$45, then adds three surcharges that stack. The airport surcharge is S$8 between 5pm and midnight and S$6 at all other times. A 25% peak surcharge applies on weekday mornings, weekend and holiday middays, and every evening. A 50% midnight surcharge applies from midnight to 5.59am. The table applies those rules to the airport’s own band, rounded to the nearest dollar.

You landSurchargesYou pay
Mon to Fri, 06:00 to 09:2925% peak plus S$6S$37 to S$62
Mon to Fri, 09:30 to 16:59S$6S$31 to S$51
Sat, Sun, holidays, 10:00 to 13:5925% peak plus S$6S$37 to S$62
Any day, 17:00 to 23:5925% peak plus S$8S$39 to S$64
Any day, 00:00 to 05:5950% midnight plus S$6S$44 to S$74

Read the bottom row against the flat-rate desk. The Ground Transport Concierge sells a four-seat car to any address in Singapore for S$70 and a six-seater for S$75, around the clock, price agreed before you move. At 2am a metered taxi that runs long costs more than the flat car, and you find out at the end.

Flag-down and distance rates differ between taxi companies, so the band is a band, not a quote. Private hire apps such as Grab and Gojek quote an all-in fare instead of metering, and that quote moves with demand. There is no published tariff to check them against, so compare the app price with S$70 before you accept it.

Is the public bus ever worth it?

No, and the reason is the opposite of what people assume. Bus 36 from the Terminal 2 basement costs S$2.38 to Dhoby Ghaut and S$2.42 to Orchard. The train to Orchard costs S$2.30. The bus is dearer because Singapore charges by distance and the bus takes a longer road: 22.6 km and 24 stops to the City Hall stop at Capitol Building, against 18.3 km and one change by rail.

Bus 36 has one real use. It leaves Terminal 2 from 06:00 and runs to 23:58 on weekdays and Sundays and 00:04 on Saturdays, so it outlasts the city-bound train by about 40 minutes. If you land at 23:30 and the last useful train has gone, the bus is a S$2.42 alternative to a S$39 taxi. After 23:02 on weekdays it runs as service 36A, terminating at Tomlinson Road, which still covers Orchard.

What if you land after midnight?

Taxis, private hire cars and the Ground Transport Concierge desks run 24 hours at all four terminals. Those are your only options once the bus stops, and anything metered carries the 50% midnight surcharge until 6am.

One thing changed on 6 October 2026: the Skytrain linking Terminals 1, 2 and 3 now closes from midnight to 5am rather than running to 2am. In the public area you walk the link bridges instead, or take the complimentary midnight shuttle that loops T2, T3, T1 and Jewel every 19 minutes. If you are being met at a different terminal from the one you land in, that loop is now the connection and it is slow.

Does your terminal change anything?

Terminal 4 does. It has no MRT station. You take the complimentary shuttle to Terminal 2, which runs every 5 minutes from 6am to midnight and takes about 10 minutes, then walk to the platform. Add 20 minutes to any train plan starting at T4. The taxi rank and the Ground Transport Concierge desk at T4 cost the same as everywhere else.

Bus 36 serves Terminal 4 directly, at the stop next to Car Park 4B. From T1 and T3 the MRT station is a Skytrain ride or a short walk through Jewel.

The mistakes that cost money

  • Boarding the 00:06 train. It is the last train out of Changi Airport, but it only connects at Tanah Merah towards Pasir Ris. The last train that connects towards the city and Tuas Link leaves at 23:18. Get the timing wrong and you are at Tanah Merah at midnight paying for a taxi anyway.
  • Buying a Singapore Tourist Pass for the airport run. The one-day pass is S$17. At S$2.24 for the airport leg and roughly S$1.50 for a hop inside town, it needs about eight journeys to break even. Tap a bank card instead.
  • Treating the bus as the budget option. It costs more than the train to Orchard and takes a longer route.
  • Landing at 5.30pm and expecting the daytime fare. The airport surcharge jumps from S$6 to S$8 at 5pm and the 25% peak surcharge starts at the same moment.
  • Accepting a ride offered to you inside the arrival hall. The taxi rank, the ride-hailing pick-up points and the Ground Transport Concierge counters are the sanctioned options and all of them are signposted.
  • Forgetting that Sunday and holiday trains start at 05:59 rather than 05:31. On an early departure in the other direction, that half hour is the whole plan.

Frequently asked questions

How long does the MRT take from Changi to the city? Budget about 40 minutes platform to platform to City Hall, including the change at Tanah Merah, plus the walk to the station. LTA publishes the fare and the distance but not a door-to-door time, so treat the 40 minutes as a planning allowance rather than a timetable.

Can I use a contactless bank card on the MRT? Yes. Visa and Mastercard contactless, mobile wallets, NETS and the stored-value EZ-Link card all work at the gate. A foreign-issued Visa or Mastercard attracts a S$0.60 admin fee per day of use.

Is there a direct train from Changi Airport? No. Every journey into town changes at Tanah Merah for the East West Line, or at Expo for the Downtown Line if you are heading north west.

What is the cheapest way from Changi at 2am? A metered taxi, usually. The 50% midnight surcharge plus S$6 puts it between S$44 and S$74 for a city address. The S$70 flat-rate car beats the top of that range and fixes the price in advance, so it is the better bet for a group or an outlying address.

Will these fares still be right in January? The rail and bus fares will not. Adult card fares rise 13 cents on 26 December 2026, making the City Hall fare S$2.37. Taxi surcharges and flat-rate car prices are set separately and are unchanged as of October 2026.

Once you know how you are getting in, the next question is where to get out. Our guide to where to stay in Singapore prices the areas against each other, and things to do in Singapore says which attractions survive their own admission price.
