Bali is not one hotel market. The same two-person room runs about 736,000 rupiah a night in Kuta and 2.49 million in Seminyak, and very little of that gap is about the room. You are paying for which strip you sleep on, and most people pick the expensive one by default.
To get numbers instead of adjectives, we priced the first 50 properties Booking.com returned within 3 km of each of eight area centres, for two adults, three nights, in two windows. The figures below are medians of that sample, not an official average. No official average exists: BPS Bali publishes 27 tourism tables and not one of them is a room rate.
The short answer
Stay in Ubud or Kuta if the budget is the binding constraint, and note that they do opposite jobs: Ubud is inland with no beach, Kuta is the loud strip nearest the airport. Stay in Sanur for calm water, families and the early boats east. Stay in Uluwatu or Jimbaran only if you have accepted that you will hire a car or a driver for everything. Seminyak costs 3.4 times Kuta per night and is the wrong default for a first trip. Canggu earns its price over weeks, not days.
| Area | Median night, 10 to 13 Feb 2027 | Approx. USD | New Year premium | Straight line from DPS |
|---|---|---|---|---|
| Kuta and Legian | Rp 736,000 | $41 | 1.40x | 2.6 km |
| Ubud | Rp 807,000 | $45 | 1.00x | 28.7 km |
| Jimbaran | Rp 981,000 | $54 | 1.12x | 4.8 km |
| Sanur | Rp 1,003,000 | $56 | 1.17x | 12.0 km |
| Uluwatu and the Bukit | Rp 1,212,000 | $67 | 1.20x | 12.1 km |
| Nusa Dua | Rp 1,341,000 | $74 | 1.34x | 8.6 km |
| Canggu | Rp 1,350,000 | $75 | 1.28x | 11.4 km |
| Seminyak | Rp 2,491,000 | $138 | 1.38x | 6.0 km |
What does the advertised price leave out?
Every price Booking.com showed for Bali was a pre-tax price. Each listing carried a separate line reading “Excludes Rp X in taxes and fees”, and that amount is not in the number you sort by. Across all 800 listings in both windows, the excluded charge had a median of 10.0 per cent of the advertised price. The middle half fell between 9.0 and 10.0 per cent. About 3 per cent of listings excluded 20 per cent or more, and two excluded nothing at all.
The 10 per cent is law, not a fee someone invented. Indonesia’s regional tax act, UU 1 of 2022, caps the tax on certain goods and services at 10 per cent in Pasal 58(1). Badung regency, which contains Kuta, Legian, Seminyak, Canggu, Jimbaran, Nusa Dua and Uluwatu, sets it at exactly 10 per cent in Pasal 28 of Perda 7 of 2023. Ubud sits in Gianyar and Sanur sits in Denpasar, each with its own instrument, and neither can exceed the same national ceiling.
Add the one-off tourist levy of Rp 150,000 per person, about $8.31, payable once per entry to Bali rather than per night. It is separate from anything the hotel charges and it is not in the room price.
The practical consequence is about sort order. Because the list is ranked on the pre-tax figure, the handful of properties that exclude 20 per cent look cheaper than they are relative to everything around them. Read the excluded line on the two or three you shortlist, because that is where the ranking misleads you, not in the 10 per cent that applies to nearly everyone.
Which areas charge a New Year premium?
Comparing two separate searches would not answer this, because the cheap rooms sell out at New Year and the sample quietly shifts upmarket. So we matched properties by ID across both windows, kept only the 297 that appeared in each, and compared every hotel against itself.
On that matched set, the median property cost 1.22 times as much for 27 to 30 December 2026 as for 10 to 13 February 2027, and 85 per cent of properties were the same price or higher. The premium is not spread evenly. Kuta charges 1.40x and Seminyak 1.38x, so the areas at opposite ends of the price table move together. Ubud charges 1.00x. Its median property costs the same at New Year as in February, which makes it the one area where the calendar does not punish you.
Which area suits which trip?
| Area | Suits | Avoid it if | Character |
|---|---|---|---|
| Kuta and Legian | Short stays, late arrivals, the cheapest beds near the airport | You want quiet, or you are not there for the bars | Dense nightlife strip, under the flight path, walkable |
| Seminyak | A first trip with a real budget, restaurants, walking between them | Price matters at all | Restaurant and beach club strip, one clogged main road |
| Canggu | Stays of two weeks or more, surf, remote work | You are there under a week, or you need reliable taxis | One road, heavy traffic, cafes and surf |
| Ubud | Value, temples and rice terraces, a second base inland | You came for a beach | Inland town, busy centre, quiet edges |
| Sanur | Families, calm swimming, early boats to Nusa Penida and Lombok | You want nightlife | Flat seafront path, older crowd, quiet evenings |
| Jimbaran | A night either side of a flight, seafood, calm bay | You want to walk to anything but the beach | Fishing bay and resorts, little street life |
| Uluwatu and the Bukit | Surf, clifftop hotels, a driver already budgeted | You will not hire a car or driver | Spread along clifftops, nothing in walking distance |
| Nusa Dua | Resort holidays where you intend to stay put, conferences | You want to eat and walk outside the gate | Gated enclave, manicured, almost no street outside |
Two decisions do most of the work. First, Seminyak’s premium buys walkability and restaurants and nothing else, and it is large: a week there costs about Rp 17.4 million against Rp 5.2 million in Kuta, a difference of roughly $680 for the same seven nights in February. If you will be out on day trips anyway, that is a lot to pay for a base you barely use.
Second, a two-week trip should not have one base. Ubud to the southern beaches is under 30 km in a straight line and routinely over two hours by road. Splitting the stay costs one transfer and saves you doing that drive twice a day. Our guide to what is worth paying for in Bali sets out which sights sit in which half of the island, which is the input to that split.
Where not to stay
- Tuban and the airport strip. It is cheap because it sits under the approach. Fine for an 05:00 departure, poor for a holiday.
- Denpasar city. It is the administrative capital, not a resort. You get the traffic and no beach, and the saving over Kuta is small.
- Sunset Road and inland Kerobokan. Listings here are sold as Seminyak and are often 2 km inland on a six-lane road. Check the pin on the map, not the name in the title.
- Amed and the east, on a short trip. The diving and the prices are genuinely better. It is also roughly three hours from the airport, which eats two days of a one-week trip.
The mistakes that cost money
Assuming public transport will fill the gaps. No rail transit runs in Bali. The Bali urban subway is under construction, and International Railway Journal reports the first sections from the airport are due in early 2028, with the rest of the first two lines expected by 2031. Budget a driver, not a fare.
Assuming ride-hailing works at your door. The South China Morning Post reported in May 2026 that traditional village councils block Grab and Gojek pickups in parts of Bali, opening with a driver in Canggu telling a passenger he could not come to her. The practice is widely reported in Canggu, central Ubud and around the Bukit. It is a reason to prefer an area where you can walk to dinner.
Comparing areas on the advertised price. It understates nearly every Bali room by about 10 per cent and a few by 20 per cent or more.
Treating a villa rate as a room rate. Villa listings priced for two adults sit in the same results as hotel rooms and drag the top of the range a long way up. The figures here are medians for that reason.
Paying a resort fee you did not price in. Bali’s gated resorts are a natural home for mandatory extras charged at the property. We cover how to spot them in our piece on resort fees.
Frequently asked questions
Is Seminyak worth the money?
Only if you will use the restaurants and want to walk to them. At 3.4 times Kuta and 3.1 times Ubud per night, nothing else in the package justifies it.
Which is cheaper, Ubud or the beach areas?
Ubud, at Rp 807,000 a night against Rp 981,000 to Rp 2,491,000 for the southern coastal areas in February. Only Kuta undercut it, at Rp 736,000.
How many bases should a ten-day Bali trip have?
Two. One in the south for the beaches and the airport, one in Ubud for the interior. The road between them is slow enough that doing it as day trips wastes several half-days.
Do I pay the Bali tourist levy per night?
No. It is Rp 150,000 per person, charged once per entry to Bali, and your hotel does not collect it.
When do Bali room prices actually rise?
At New Year, by a median 1.22 times on matched properties, and unevenly: 1.40x in Kuta against 1.00x in Ubud. BPS Bali’s occupancy series shows the seasonal swing concentrated at the top of the market, with five star occupancy moving from 52.7 per cent in March 2026 to 74.5 in July while one star barely moved.
Is a villa cheaper than a hotel in Bali?
Not for two people. Villas appear throughout these results and sit mostly above the median, and they are also the listings most likely to exclude 20 per cent or more in taxes and fees.
